Gabe Newell of Valve has dismissed the rumours circulating about them charging for the use of Steam. Fragbite.com mailed Gabe, and got this answer:
Steam supports a wide variety of billing mechanisms. It also acts as a back-end for the retail game. If you buy the game via one-time purchase (i.e. either via Steam or via retail box) then you don't have to pay again to play on-line.
