If a monster can generate TC90 it means it can generate all TC's including 90. All monsters are in HELL.

TC90 –> Pindleskin, Snapchip, Frozenstein, Tresh Socket, the 5 Baal Minions
TC87 –> Baal, Nihlathak, Dac Farren, Hell cows (all).
TC84 –> Shenk, Eldritch, Bonesaw, Diablo, Hephasto
TC78 –> Mephisto, Geleb, Ismael, Toorc, Bremm, Wyamd, Maffer

“Pindleskin” is through the red portal by Anya.
“Snapchip Shatter” is a Frozen Horror in the cave below the Ancient's Way.
“Frozenstein” is a Yeti near the frozen Anya, in the Frozen River.
“Thresh Socket” is a Siege Beast in the Frigid Highlands found near the first pen of captured Barbarians.
“Baals' Minions” are five Super Uniques found near Baal in the Throne of Destruction.
“Eldritch the Rectifier” is a Minion found near the Frigid Highlands waypoint.
“Shenk the Overseer” is an Overlord found at the very end of the Bloody Foothills.
“Bonesaw Breaker” is an Undead skeleton found near the gold chest in the Glacial Trails.
“Dac Farren” is a Demon Imp found in the middle of the Bloody Foothills
“Geleb, Ismael, Toorc, Bremm, Wyamd, Maffer”, These are the Council members in Act III
